Social Housing in Cologne: WBS A and WBS B, Not Berlin's Point System

The Official Rule

Cologne’s social housing access runs through a Wohnberechtigungsschein (WBS), an eligibility certificate, not through Berlin’s room-count-linked WBS 100/140/160/180 band system. If you’ve read about Berlin’s model, set it aside, Cologne’s NRW-based system works on a different structure entirely.

There are two types. GAG Immobilien AG, Cologne’s largest municipal housing company, describes the split directly: “Der WBS A ist der allgemeine Wohnberechtigungsschein für alle, die die Einkommensgrenze nicht überschreiten. Der WBS B berücksichtigt daneben noch persönliche Umstände.” WBS A is the general certificate for anyone under the standard income limit. WBS B additionally accounts for personal circumstances and permits a higher income ceiling, GAG names seniors and people with disabilities as typical examples of who qualifies for WBS B.

How to Apply: No Office Visit Required

Stadt Köln’s own guidance confirms a personal appointment isn’t necessary for a WBS application. You have three routes in:

WBS vs. Mietpreisbremse: Two Different Tools

This is worth being explicit about, because the two get confused easily. A WBS works entirely differently: it’s an eligibility certificate that unlocks access to a separate category of subsidized social housing units, ones you cannot rent at all without a valid WBS, priced independently of the general rental market. One caps a market-rate price. The other grants entry to a below-market category in the first place.

Once You Have a WBS

Having a WBS makes you eligible to rent WBS-designated units, it doesn’t reserve a specific apartment or guarantee a timeline. You still need to actually find an available unit, commonly through a provider like GAG Immobilien AG. GAG’s own guidance is direct about one requirement: “Der WBS muss uns für den Vertragsabschluss im Original vorliegen”, they need your WBS in original form at contract signing, not a copy or a photo. Keep the physical document accessible once you’re actively apartment-hunting.

Step by Step

1. Calculate your household’s annual income against the WBS A limits above, or check whether a personal circumstance (age, disability, and similar) might qualify you for WBS B’s higher ceiling instead.
2. Gather your documents: income proof and identification are the baseline, confirm the complete list with Stadt Köln’s Wohnungsamt.
3. Choose your application route: post, online, or the secure scanned contact form, no in-person visit required.
4. Send your application to the Wohnungsamt at Ottmar-Pohl-Platz 1.
5. Once you receive your WBS, start searching for available WBS-Wohnungen, through GAG Immobilien AG or other providers.
6. Keep your original WBS document accessible, you’ll need to present it, not a copy, when signing a lease.
